Hell, she doesn't even show up in Harald's backstory iirc and his anti racist progressive ideals are all tied to Ida instead of Carmel, either Oda wanted to retcon the entire chunk of the flashback. Or the likely situation is that we're still getting some internal Elbaf intrigue with the elders/the Heaven realm.
