I'm gonna guess he is strong. Elsewise, he probably would not be an Admiral. Maybe he's not as powerful as Akainu, which is OK, but he's not weak. Most endgame characters are probably not weak, they just may not be as strong as Kaido, Akainu, Luffy, you get the idea.
