I disagree. We know nothing about Morley and Karasu to say that they won't deserve it, but we have seen them clash equally with Admirals. Usopp, Buggy and Nami will have its reasons within the story, unrelated to physical strength and related to personality traits. Buggy is an ambitious pirate trying to become both the king of the world and king of the pirates, a great leader with the natural ability to draw allies towards him like Luffy. Usopp's CoC will be unlocked when he officially reaches his brave warrior state.
