Usopp being weak and just a liability is fine. I don't have any issues with that being a problem or how he has survived so many ruthless encounters. The issue is him not having a major contribution in any arc other that Water 7, Enies Lobby and Dressrosa. It doesn't have be him fighting an enemy, it could just as simple as a mature conversation, or helping his crewmate out through a difficult time. That's the main issue with Usopp character when all he talks about his feats and thinks about dying as a brave warrior of the sea. He's doing the opposite of the ideals he wishes to follow, which is why him showing up in Elbaf in some way is important. Now, since it's too late for him to actually be able to go against any enemy and potentially win the fight without plot armor, if he dies while saving someone and sacrificing himself, at least it would give a redeeming closure which he deserves.
