If we're talking a specific section, everything after the rest of the Gorosei arrived is pretty rushed. Oda goes through it all extremely quickly when they should have been a bigger focus as this significant threat they are meant to be.

For a specific thing, I think it would have been nice to have more of the Garp/Kuzan, Kizaru/Luffy and Zoro/Lucci fights and more focus on Kuma's relationship with the Revos. Also I know people hated the whodunnit, but that offscreen ending is a classic example of Oda rushing and he wouldnt have done that just 5 years ago lol.

In terms of like chapter to chapter pacing, I would still consider it rushed. What drags it down is the number of unnecessarily plotlines that Oda could have easily just removed. Like Jack didnt need to get up that many times, Perospero could have just lost to Carrot and Wanda shortly after that chapter they started fighting, the flames and bombs plotline is pretty unnecessary too. Ulti and Page one take a little too much screentime when they could have lost earlier in more traditional fights. Its all those little things that contribute to it being too long.
