Loki seems to be genuinely fated to meet Luffy at this moment and he doesn't realize it just yet. I feel like Luffy genuinely getting goosebumps at Loki's presence is enough to say Loki was born at the perfect time for something like this to happen.

Also in the mural, when it says "they will finally meet" or whatever, I believe it's Loki&Shirahoshi or Loki&Luffy since them meeting has been a pretty big plot point in the story, especially with the mural depicting them fighting side by side.

Also Shanks being the destined child, witnessing Loki do all this to protect Elbaph from Harald, and still imprisoning Loki on Elbaph sounds like Shanks orchestrated Loki and Luffy's meeting where the real destiny about Loki's nickname is about what he causes, not what he himself is included in. And I think this is pretty well foreshadowed by a lot of things where Shanks presumably tells Gaban to let Luffy have the key to Loki's chains and them both having Legendary fruits.
