Point One - Pre Wano, Oda is doing Elbaf, theres no doubt about this, the story's been building to it for decades, most recently in WCI.
Point Two - Month long break, Oda is collecting all his ideas for the final saga to plan out what he is gonna draw, he is trying to see what he needs to draw and what he doesn't. He sees Elbaf on there, thinks "is there a way I can move the story forward without doing this?", ultimately decides that there isn't, and he makes up his mind on drawing it for certain.
Point Three - Egghead, he is drawing the arc with the idea that he is going to draw Elbaf as the next arc in mind.
