Yeah Elbaph basically was a bunch of little village-states, probably led by the elders, with Harald trying to keep everything united. Which is why he can't anger the elders, because if you anger one and they leave, the others can take offense and pull their villages and the country begins to unravel
I had kind of expected Harald to do everything he did with an implicit understanding that the WG were bad. But the reveal that he really didn’t expect any wrongdoing until the last moment makes him look hopelessly naive
