Logically speaking Roger pirates had no fucking idea whose baby shanks is. They only knew his name bc it was probably on his clothes. So Shanks grew up knowing he is from God Valley and that the CD destroyed that place in their sick game but nothing else. Then he becomes a pirate captain and gets his first bounty. Maybe they didn't notice at first but at some point Shanks bounty and reputation would become big enough for the CDs to see it. From there it doesn't take a genius to put 2 and 2 together on who Shanks actually is. So they decided to contact him. Given that he is said to be strong and skilled, I imagine that Garling's ego saw this as a chance to gain another powerful tool at his disposal.
