Loki is going to follow Harald's supposed footsteps and awaken and lead the Galleila in the current story, eventually.

Buggy is pseudo-Rocks currently, whether related by blood or not, in that he's rounding up a lot of the world's villains unintentionally through Cross Guild (Mihawk, Crocodile, and maybe other warlords later).

I think Loki's final war arc is to team up with Buggy.

Harald and Rocks were meant to team up, but they never actually did so - I think this is the best way to actualize what "could've been"

I actully don't think they talked a lot to begin with. It's kinda similar to how Luffy and Garp never talked a lot either. They've probably said about 100 lines of dialogue in Luffy's whole life. Garp is always gone and Dragon probably grew up with mostly his mom just as Luffy grew up with mostly Ace, Sabo, Dadan and the others. With Dragon, the two weren't super close, but there wasn't any animosity (until now).
I think that probably did mellow over the years, though Dragon and Garp still don't talk really other than when it has to do with Luffy. The Monkey men are of few words with each other at least.

I don't know. Let me rephrase it. In an ideal world for Rocks, he could've gotten the 2 fruits he wanted, then he would've rounded up all of the villains, while Harald rounded up the Galleila. Theoretically, this would've been enough, in his mind, to beat Imu/WG.

In actuality, literally none of those things happen.

I think for the final war, most of these things WILL happen just through the characters that their will has passed down to: Buggy/Cross Guild having the villains, Loki would have to undergo a new character arc and be the type of person willing to lead the Galleila, etc.

I think the Buggy connection is really the BB connection. BB is the one who gathered the most horrible people to join him in his plans. Loki is his equal and opposite.
What you're pointing out is the dichotomy of BB and Loki, both who carry Rocks' will. One in spirit and one in blood.
Rocks and Harald would have never teamed up which is the sad thing about it. The very thing that brought Harald and Rocks together and allowed Harald to even become friends with Rocks, was also what caused them to never be able to come together: Harald's desire and dream for his people and his responsibility to his kingdom.
But I don't think BB and Loki will team up either. I think Loki will see the difference in Rocks and BB in their very character.

Turned out exactly as I thought actually, It's our perspectives that are different. Nothing Garp did here changed anything about how I thought of him or what I expected of him. I found out he didn't know about the slave hunts (mostly because he can't put together context clues) but that doesn't change anything about how I think about him throughout his years of service afterwards. His has always had his reasons, but that doesn't absolve him of his guilt. And that's the complexity of it. Garp is a good man, in a broken system that turns a blind eye where he has to, and does what he has to try to do the good he thinks he can do.
As for Luffy and Dragon and Garp talking, there's nothing to confirm or deny anything but we've seen that Garp is an absent parent type and he doesn't talk that often with Luffy simply from the fact that their not around each other that often. Probably the same with Dragon. And we've never heard of Dragon talking with Garp about anything other than something that has to do with Luffy.

2. roger and garp both snoozing next to rocks
3. off-screen stabbing noise/blood -> immediate cut to gab and ray running with garp and roger
4. ray has the hat and the sword while carrying him (he got the hat + the sword + roger right in front of the holy knights? who arent chasing them?)
   he also pauses before answering. this could be out of respect, but i feel like its more likely that he saw something that was hard to explain in that moment
