If you're classing arc villain/saga spanning Yonko as somehow equivalent to other major reccuring characters, or trying to cast Ceaser as similar to Smoker or Koby or whoever in the point that's being made, then that's your wilfully stretch.

Smoker hopped from Loguetown, to a chapter around Little Garden to Alabasta- that's multiple arcs close to in a row.

And Thriller Bark to Saobody is a normal two-peat situation.

Smoker was a protagonist of the first arc in the New World proper, he "appeared' in Dressrosa to reflect and get sent to Vegapunk

But fans are insane if they don't realize that when we go back to them it'll be time for Oda to continue with what he's been Teasing with Croc all of post timeskip

People can criticize how Oda handled Smoker's appearances all day and I'd share some criticisms on that or at least how Oda plots his story period
