1. people who want to change the system (because the navy is evil)

for people who dont know, i think it is unfair to judge them too harshly so i will let that slide

however it is shown, that many marines will follow orders they dont agree with, and this enables orders to be passed down from the government, to the top of the marines, all the way down to the bottom lines, where even lower ranking officers who dont know everything are demanding their subordinates to commit atrocities. so i dont really believe that the VAST majority of marines are good, the ratio is up for debate but the consensus is that the marines will carry out evil acts at any level with rare exceptions

are there good marines? yes. are the marines evil? also yes.

in the 1. group
smoker and tashigi are constantly shown to be powerless in the grand scheme of things, the higher ups will always override them and they are not strong enough to defy or fight

kuzan is strong enough, and has several acts of defiance: helping nico robin escape, letting the straw hats live and eventually leaving the navy
these things may have been good or helpful, but none of them helped reform the navy into a better organisation
he may have been able to accomplish change if he had become fleet admiral, which is a good idea/goal (even though it probably wouldnt work but points for trying), but when that failed he left the navy (as any respectable person would)

fujitora was raised outside of the marine system, and has disdain for the system as a whole. he has actively worked against the system wherever possible (dressrossa, mariejois) and uses his power to enact positive changes, HOWEVER, it is only within what the government will allow. yes, he lead to the abolition of the warlord system, but it was only allowed because they had finished the seraphim and no longer needed the warlords.
