I think the Viz translation adds a lot of context to Garp’s answer to Roger. Earlier in the chapter, he tells his platoon to leave once they have all the surviving Me Valley residents on board. Theyre afforded the opportunity to do so because Garp is playing his role as their top tier fighter: he’s fighting off the enemy top tiers so they can do the job of protecting and helping the civilians.

It’s exactly like what Luffy says to Lucci about how it’s his job to keep Lucci from the rest of the crew, and exactly what Garp himself does again at Hachinosu.

If tie those scenes together with the lesson we saw Garp teaching about saving the future, it shows that Garp believes he has to stay in the Navy because his power is needed for it to achieve the bottom line mission of saving people(or at least, what the Navy is supposed to be).
