Garp, Dragon and Luffy all value freedom over anything, but in different ways. When it comes to Ace, it is the climax of Garp's entire character and how he proceeds moving forward. He supports Ace's ambitions of wanting to be a pirate and free, but that directly comes into conflict with everything Garp has built himself up to be. He wants to be a protector, with none of the responsibility of decision making. He wants his grandson to be a Marine, yet concedes because FORCING Luffy to be a Marine directly conflicts with his personal values. HOWEVER, because of his reputation he's built up as a Marine, he cannot suddenly oppose the WG and Navy because it's his family. If he were to fight for Ace's execution, he is suddenly compromising himself based on the responsibility he's always ran from. But if he were to fight to free Ace, suddenly his words and actions don't mean anything to the general populace, because he's willing to compromise what they believe to be his morals, to allow criminals (in the world's eyes) to be freed because they're family. Would make him a massive hypocrite. He's damned if he does, damned if he doesn't.
