i think Imu, Joyboy and Davy Jones were all part of the same group of friends. Imu was an outsider but was part of the "crew" and Davy Jones was the captain.
Joyboy (and maybe Zunesha too) betrayed the crew to help Imu in some way. Maybe they were tricked into it, maybe Imu said it was necessary on the long run.
So the promise is something they all did before this betrayal and thats why Joyboy isnt a fully HATED character for Imu, while Davy is 100% a hated guy. Thats why Imu says Davy Jones was never a king too, they probably acted before he got full control of the world.
Imu is probably one of these characters that had a good idea but got corrupted once they got power to act on it or something like that
