But a deal with Blackbeard is probably the worst thing they could try to make, there's a reason the warlord system was abolished by popular vote after all. It'd be smarter to have the marines withdrawn from the rebellions to help with the seige at Mariejois, and it doesn't make sense that that isn't what's going on right now

I mean they're also probably not at Mariejois but just delaying the supplies to it from a distance too

I feel like it was to control the seraphims. Even Devon was shocked about seeing Saturn in the lower realm. They probably got their intel out of Koby regarding rhe hierarchy and they were originally there to touch Vegapunk. Saturn just happened to be there. They took their chance given their opportunistic nature which stems from their captain, Teach.
Some of the marines even witnessed Saturn's death. No doubt they wouldn't speak about it... like a hush money type thing. But some of them in the mariejois should be in the "know." They will probably spin a narrative that Saturn died naturally considering his age, and this paves a way to introducing Garling as the new elder publicly.
