You could make that argument in either direction, there's 2 characters with metatextual build up and and and 800 year contextual history, the Davy clan ruling the world is also clearly a long time coming, this flashback is proof enough of that. But again as with kaido or eneru or crocodile or whoever, not being able to fully execute your plans or not being able to assume power for very long has never made it less satisfying

We barely knew anything about the Davy clan other than Davy Jones himself and again there is more build up to Imu being the final villain outside of this flashback and how last few arcs suggested that Luffy will be the one who takes him down, heck Whitebeard himself told Blackbeard to his face that he isn’t the one Roger was waiting for and I am pretty sure this includes defeating Imu too, Imu being major threat to everyone makes far more sense cause how he literally caused harm to everyone even arguably including Luffy himself especially chapter 1060 alluded that Imu is directly in the way of Luffy’s dream.

Regardless all of this would feel wasted if Blackbeard ended up being final villain cause he is destined to fail and why we have to witness the same thing (villain trying to achieve their goal of ruling the world only to end up failing) when it makes thematically far more sense for Luffy to face off against someone who already succeeded at his goal long time ago (Imu)

Here’s my line of thinking:

Brag Men is circulated and received as a work of tall tales and fiction. However, Oda’s explanation of it in The SBS implied Theres truth to the tales published in Brag Men, and we have seen that Theres truth to it in the series

I think what happened is the government tried to kill Louis for writing that report. He survived, but received the fire scars in the process.

Under the pen name “Louis Arnot,” he’s tried to tell the world truths but the government successfully propagandized it into brag men, something to be taken as fiction by the world.

And so, as fire scar, Louis Arnot holds onto the ponegliff awaiting those who will guide the world to the truth. To the Dawn

Thematically it certainly makes more sense for blackbeard to be luffys final antagonist, I mean talk about wasted set up, blackbeard has been positioned as luffys foil and his presence has been building in the narrative since like 2000. I find it bizarre that despite how much emphasis odas putting on the clan right now people are still so insistent he's only destined to be defeated by imu or by luffy before the story's climax. I'd argue very little is lost by blackbeard usurping imu, all the ideas that make imu interesting as an antagonist is till present in blackbeard, including their historical connection to the void century and luffy and blackbeard have a personal conflict to boot

If we are talking about when it was set up I would argue Imu had been set up as final villain right from the start cause he represents world government as a whole, and for argument about him being Luffy’s foil actually supports the argument for him to be penultimate rather than final one cause again Blackbeard may have been a personal threat to Luffy and maybe some others but Imu is a threat to entire world due to how much harm he had caused for 800 years and it would be far more satisfying if the story ends with everyone ganging up on the guy who is responsible for everything that had gone downhill all the way from beginning.

I don't think that's a fair argument, while the government was established early on and is technically an extention of imu blackbeard was actually characterised by oda. The reason blackbeard has more personal and emotional weight as an antagonist is because oda depicts all the ways he conflicts with luffy directly, luffy and the audience share a personal distain for blackbeard. Imus much less personal and even still, everything you could argue about imus history and global threat can also be applied to blackbeard once he assumes his position

I do think it’s fair argument cause how world government had been following his orders for long time and how he caused so much pain for everyone especially the straw hats like Robin, Franky, Jinbe, and even Vivi are directly affected by him for example, and again even if Blackbeard managed to “usurp” Imu he would still lack the same impact Imu had caused for 800 years cause Blackbeard can’t do that in shorter amount of time, Blackbeard may have been Luffy’s personal threat as well as some others (like Koby and Shanks) but Imu is major threat to literally everyone including straw hats themselves.
