The next few chapters are going to validate this since Imu is here and merged with Saturn, but here's what we can surmise:

The World Government is simply too vast and too powerful for the premise of opposing them to be believable. Dragon has been at war with the Celestial Dragons for over 20 years, and it's been a struggling battle. The Four Emperors, for their own vast power, share the world with the World Government at best. Kaido, the most warmongering of the Emperors, wanted to procure the One Piece and the Ancient Weapons for his desire to topple the World Government; this shows just how insurmountable taking on the World Government actually is.

In addition to the WG being insurmountable, there is a need for the world to be protected from pirates. Joy Boy being the first pirate shows us that the conditions created by the WG didn't create piracy, so that argument is out the window. There will always be piracy because there will always be people who seek power or adventure, and pursue those desires with various degrees of cruelty, malice, and selfishness. Those people will always put civilians at risk. Whether it's someone like Blackbeard who is directly threatening or someone like Ace who doesn't think all too much about the collateral of the fights he picks and finds, there has to be someone who stands up for the civilians. That's what Garp does.

Being in the Navy means Garp has access to munitions, weaponry, manpower, medicine, and transportation in a way that he could never replicate as a vigilante unless he went the pirate route and amassed an Empire. Which would defeat the point. Even Luffy doesn't have access to what Garp has access consistently as a Marine

I don't know if they're collaborating in any fashion, but what Dragon and Garp are doing is a double whammy for the Celestial Dragons. Dragon and Garp are both in the mud with the people in different ways. Garp is fighting pirates to protect civilians day in and day out. Dragon is fighting guerilla wars for the people the Navy can't or don't reach. Both insprie hope in the little guy.

While Dragon is forming a force against the CDs from the outside, Garp is strengthening the moral fiber of the Marines from the inside. Even before Garp was declared a hero at Me Valley, we see that the Marines are deeply enamored with him. He's already a VA too. He's an idol and continued to be an idol image for the Marines to look up to. We can conclude that a vast amount of Marines would be emulating the standard set by Garp. And he's an instructor. The one lesson we see Garp giving is one where he's trying to shape their moral fiber under the explicit premise of "The point of the Marines is to secure the future of the people."

Garp's efforts are building the Marines against the conditioning of the WG as much as he can while fulfilling a role that the world can't survive without: a unified force capable of fighting against the global and evergreen threat of worldwide piracy
