Personally, I'm taking the anime route with all the fillers and all, mostly because I love the medium of animation and want to fanboy all over animation, but I agree the manga has some really good art.
I'm only 205 episodes in, and so far the pacing has not really been a problem to me at all. The animation has been of ok quality for a weekly series, however when it gets good it gets good. But also, the anime has some things that the manga simply cannot replicate, like exceptional voice acting, a better idea of timing for comedic moments and such, and the amazing ost.
Basically, if you just want to experience One Piece's story and can't be bothered to go trough the quality dip and bad pacing the the anime eventually goes trough, then continue reading the manga. Either way you're still experiencing peak fiction so

The only thing “primal” about them is the way they dress, they’re decent people. And if they’re savages for wanting to take back their homeland, then I think you’ve accidentally bought into the propaganda, because in no way did the angels have any claim to it, the shandians were completely right to fight for their homeland back||

And even then, the angels basically do the same thing. They call the kami to basically kill people who break the rules. The angels ask the kami to kill people. And yeah, it’s out of fear, but the shandians made sacrifices out of fear as well, but at least they thought they were doing good. The angels didn’t do it for any noble or selfless reason, they got people killed to save their own hides||
