Basketball by nature is less luck based. So if a player is really good, they can take over games more times than not. But that isn't to say there isn't any luck at all. Injuries happen with overuse of talent. MJ never won a series without Scottie Pippen for example. You still need role players and players in general that fit into a system to succeed.

NBA culture is a lot different than the NHL when it comes to "development" when it comes to fans and the media's expectations towards rookies. In the NHL, these 18-19 year olds drafted picked in the top 10 go to the AHL, etc for a few years before getting to the pros. But in the NBA these kids are brought in too early and when they don't look like game changers they're more times than not labeled as busts before actually getting to better learn their craft.

And that's the factors of players would rather go ring chasing instead of working for a title (which it's their choice), the lack of game changers coming out of drafts, and just the lack of real rivalries through out the season.
