Because unlike other teams that have gotten the first 3 picks in the draft in the past, the two teams were gutted on the offensive side of the ball. Even the 0-16 Lions had Calvin Johnson when they drafted Stafford. The Jags have James Robinson that's about it. And the Jets have no one.

IMO I don’t think it is the worst idea to try to get him up to speed this year and go into next season in a QB competition

He could've easily been better than any QB the Bengals had that season. Even Stafford started for a Lions team that went 0-16 started day one. Because I'm pretty sure Rex Grossman, and Brady Quinn sure learned a lot from being benched their first year.
