I think it was a problem with the time the games were being played there were like 3 PM games on a weekday, going over that bridge which takes 40 minutes to get from Tampa to St. Pete on a good day. But it was confusing why many didn't show up. Just a failure to build a brand over there because ownership doesn't ever want to invest in the area.
