Look at what has actually occurred recently. That penalty was delivered during the time where player payment was one of the biggest issues possible. LSU, Kentucky and USC all got hit ( with 2 getting reduced sanctions)

The Penn state, UGA, and multitude of other cases came with small penalties relative to what was actually done. And Penn states even got reduced.
