In a nutshell yeah, it's illegal to receive the ball with any less than two players (usually a defender + goalkeeper) ahead of you on the attack. Exception is if you receive the ball before the halfway line, like Salah does here. Keep in mind offside is measured when the ball leaves the foot of the passer, not when the attacking player receives the ball

Lots of times it's very close and they have to measure it because forwards tend to play on or in the opposing defensive line to give opposing defenders as little chance as possible to catch up with them

The only other "weird" rule is if the goalkeeper is far out of his net, but in essence, it would still work like normal; just another fielded player becomes the "goalkeeper". So long as the pass is received for the attacker when two players are in front or level with them on the defense, it's a legal pass.

Offside rules can get a bit dodgy but essentially if any part of your body is ahead of the last defending players most forward legal "playing" body part (usually measured at the tip of the foot and now, most recently, at the armpit as well), you're offside.
