It depends on the style you're drawing her in.
The general logic is: The more detailed/realistic the style, the less you should exaggerate, the more simplified, stylized it is, the more you should/could exaggerate. One Piece has a very unique style in which those very small waists work, but if you can't get it to look similar enough to his style, you should probably not go with the exact same proportions.
