i thought you could get a good entry level one for like $50
but regardless i think it's a good investment, if only because unlike most art supplies (like paint or copics or whatever), you dont run out of it and you can use it for all techniques possible thanks to software
so getting equivalent value in traditional art would probably be way more expensive
i myself hate drawing digitally but you seem to be drawing digitally a lot so i think it's a waste to do it with a mouse

so no matter how much it's enlarged or shrunk, the lines will be clean

as far as DPI goes, scan at the highest your scanner can handle. you'll have to adjust the settings in photoshop later no matter what

i'm sure even Oda's stuff gets adjusted a bit once it's scanned because i doubt paper would ever look as clean as a digitally processed image

in what you showed me the lines are very jittery and like triangular when you zoom in
but i imagine if i scanned it at higher dps
