Got the idea from SWORD and did the Blackbeard Pirates as a special Marine organisation, "TITAN" derived from the Ten Titanic Captains.

Aokiji is not here since he was a Marine originally, and I suppose in this universe he'd currently be pirating before he defects to TITAN.

My idea is that this group is allowed more "liberties" to take out those high-tier scummy pirates!!!

So here's Admiral Kurokaba Teach (Black Hippo), leader of TITAN. Every admiral has their own justice, so I think it's fitting for Marine Blackbeard to have "Dark Justice" (I know Lucci has it, but in this universe, I suppose Lucci would be a revolutionary or smth).

I remember watching this one video on oc design. It said to decide a time period, character's history and their personality.
That should give you an idea BUT there's a great chance that you aren't satisfied with what u come up.
From there the best advice I can give is to keep trying different things. Maybe the hair, the eyes or maybe smth else.

Strong characters like in one piece have a defined silhouette.
Try giving your character props that hints at their personality, but it shouldn't be too out of place.
