No they aren't. In headcanons maybe, but there was no canon evidence saying they view each other as such.
Plus, in the Red movie booklet there's a section where it talks about Uta's romantical interests and it describes her type as "someone childish but you can count on when you need". And in Gakuen Boa views her as her love rival. It narrows down in my opinion to Luffy. Tho that's nothing confirmed.

Headcanons of them as sibs are cute, but they are as much fanon as the ship. Their canon definition is childhood friends
