Your trying to recreate a very detailed manga panel figure its better to start simple

Since you rarely do it, the only way to really improve is to practice, practice, practice by looking at how other artists shade/render. That's how I learned through the years. There's techniques, but that's hard to teach without being there in person. I would recommend a YouTube video on it so you can physically see it being done.

You're doing a solid job. If you wanted to push it further, think about the curvature of her breasts and how something might lay across it, such as the tassels of her jacket. Her breasts are large enough they would probably not hang straight down. So, knowing the form of the human body, and how it interacts with other objects touching it, adds that final ounce of detail. There is a chance the left tassel is placed just high enough that it might hang straight down, but the same cannot be said for the right tassel. In this real world example, though it's not the best I could find, you see her jacket conforming to her chest shape, even though her breasts are small.
