I personally use two methods to get this effect but im self taught so this might not be efficient .
I personally add a layer with and then with white or what ever colour i want to add and using a combo of the spray tool on 20% opacity and the qtip tool to smuge it out and a sprinkle of self hate i am able to give the colour effects i want haha
