I agree that ll the other characters didn't have well-thought over ethinicities and they don't really apply, but there is reasons between reasons on why Oda picked Luffy as being Brazilian. When One Piece is over Oda will probably be more 'out there' and when he is, I hope someone interviews him. But it becomes clearer every passing day for the average Brazilian the connection Luffy has to Brazil. And soon it will also be revealed to the whole world I guess, and they will understand. First of all, Brazil is the country with the largest Japenese descendant population IN THE WORLD, so a theory I have is that Oda visited Brazil a lot and watched Capoeira performances and 100% studied its history. You can never be so sure about things in life but I'm 99% sure this is the case. Although some might say because I'm Brazilian I may have a bias on this, I was actually completely contrary to this idea, until Nika Gear 5 came out. Second, Rubber is originally from Brazil, Brazil discovered what's now rubber, it 100% comes from Brazil, no question. Third, Luffy's strawhat is what we use in Brazilian festivals such as Festa Junina. You could say that many countries have straw hats which is true, but the style is definitely Brazilian. The first and third reason it is all from appeareance except for the second reason (rubber and such) and it's all before Nika even made its appearance (by the way, I only watch the anime).

Those were ehh reasons, not too bad but not too great either.

But once Nika came, HA! MY FRIEND MY FRIEND... things shifted. The connection each Brazilian had culturally to seeing Nika on the screens I don't think any of you from any other country will experience in your lives when relating to Luffy. It stops being just bias, it stops being just fanboyzy stuff. It becomes real, tangible and provable with evidence and logic. This is when the prior 'ehh' reasons has its awakening together with Luffy's devil fruit and with many other Brazilians, we all awakened.

This was an early Capoeira philosophy to make it look like a dance—which this is also Gear 5 in One Piece, where Luffy fights while laughing and expressing pure joy even in combat. Another rule is to add goofy swings to your every move, a rule is that you gotta act and be playful—which this is also Gear 5, since Luffy’s attacks become exaggerated, cartoon-like, and intentionally playful rather than serious martial strikes. Another rule is to “dance within rhythm” of the drums but you CAN have flow, improvisation and unpredictability—which this is also Gear 5, because his “Drums of Liberation” heartbeat acts like a guiding rhythm while his fighting style is completely improvised, chaotic, and free-form. You wear white as your capoeira fit, and they added ropes around the waist for Capoeira belts, white is the highest possible—which this is also Gear 5, since Luffy’s transformation turns him into a bright white, elevated form that visually represents his peak state and symbolic “freedom awakening.”

So don't tell me your country this, your country that. Before Gear 5 I would kinda listen but right now Brazilian feel the most connected with Luffy and there are reasons for it. No other country has that type of connection right now, sorry. Maybe you have with Usopp, Nami, Sanji or Zoro, I don't know. But not with Luffy, not like us.
