Is it explained eventually in the anime the origins and how Buster Calls came about? Its straining my Suspension of Disbelief that the World Government will just let 1 person decide on calling it anywhere.

Right now at Enies Lobby, its not like Ohara, a perceived enemy territory. Enies Lobby is their "Judgement Island", and connects directly to their Max Security Prison, Impel Down, and the Sea Marines Main Headquarters. By the judgement of 1 person, Buster Call will just wipe the entire Enier Lobby, despite it having a strategic location with the Waterfalls, underground sea passageways, fences to ward off Sea Kings.

Enies Lobby is nigh infiltratable in the hands of a competent commander, with Sea Kings being first line of deterrant, connection to 2 ally islands and a fool proof spot to transport criminals. Just to rebuild the Fences to ward off Sea Kings, I can't even imagine the logistical trouble and cost to rebuild this island.

So I am really wondering if there's any explanations later on about why Buster Call is definite, no questions asked to level any place its being called on? I would have expected the Admirals to at least question who asked for it, and the location of bombardment, but no, its:

"Buster Call is summoned, let's destroy our own island, with thousands upon thousands of our own people, to catch a few criminals. Its a totally logical decision. Let's kill our own people!"
