Armor items below level 100 with no mod slot are able to have a mod placed in there cosmetic slot, works on scrap legs and chest so far.

feature, starting level 200-300 I think you can place 1, then 400 you can place 2, 600-700 3 and 900 4

yes, but i'm able to put a mod on a level 59 chest piece, which shouldn't be a thing?
