No real reason to go above Paper, unless you really need Tuinity/Purpur. But, not really worth the gameplay changes. We ran a server with ~180/instance on 1.16.5 Paper, and ~125/instance on 1.17 (not .1) Paper

My server is updated to 1.17.1, everyone that is on my team can happily use it at that version. But when I launch my launcher to 1.17.1, it still shows my server is on 1.16.5.

It worked before, when I could log into 1.17.1 version without a hassle... , but now for some reason it still shows the 1.16.5 version.

I completed deleted all my minecraft files, redownloaded it and tried again twice. Any ideas? The MOTD has nothing to do with it.

You need to do it through your router at home and change some settings if its blocked

the only thing I'd point out is luckperms (and that also might be the reason why it's when you join.. since it might be doing permissions stuff?)..... but it's not like i go studying server crashes 🥲 and luckperms is extremely well known and maintained by good devs

I think logistically it might be a bit risky because Tuinity and Paper have different aims usually.

Some of Tuinity's patches/optimizations are built to improve performance for instances that have large playercounts but may not be the most ideal for lower playercounts.
