Maku, you should be able to just run /spark profiler let that run for a minute or 2 when you know you can generate the lag you're having and then you can do /spark profiler --stop and it'll generate a link for you.
It's kind of like timings but it allows you to go more in-depth as to why something specific might be causing lag.

the bare minimum for a prison server is probably like a gig of ram, which will probably support one or two people fine; 2 gigs would get you into a more comfortable area where you'll probably be able to hold 10 people or so

you can start with 3 and if that doesn't seem to be enough move up to 4 and beyond, i'm sure most hosts make that easy for you
use the spark plugin or anything else that lets you view ram usage to gauge if you need more ram - running at like 90% usage or above is probably a sign you'll want more

Plus make sure you use Paper/Purpur to squeeze your performance
And, if it's an open world kinda thing, I would heavily recommend pre-generating all your chunks in the map, that way the game only has to look up and not generate anew
