I mean if a client is honest (haven't altered their client to remove this functionality), modded clients typically send like a packet denoting what mods they are using and their versions. However, this isn't full proof. It will likely just be spoofed. I also don't think this is though default functionality in Fabric, just Forge. You have to write a mod to do that.

in full screen you will have v-sync enabled but in windowed mode you your window manager will just skip some frames sometimes, thus reducing the lag
and even if you don't have v-sync, your gpu needs to render more pixels in full screen mode

my advice is set your fps limit to how much your monitor fps is,
so that the game will start rendering the next frame exactly after the current frame is ended, and not right after the last frame finishes rendering

the difference is a faster more responsive experince at the cost of skipping some frames occationally

What is your experience with setting up minecraft servers? Have you ever created one?

Well, there is no easy way of answering "how I can do that?"

there are a lot of ways of going about it, but you should start with finding a decent place to host your server. If you expect a lot of traffic/players consider a DS (dedicated) hosting instead of a VPS.

When you get a server, you should probably set-up necessary things like firewall, install required software (Java, MySQL, etc).

Next up - buy a domain, set up the records so you can point, for ex. mc.mycooldomain.com to your server.

Then you can start with actually running the server. If you are planning to build a "network", then you are going to need some sort of proxy, I'd suggest going with Velocity and for the servers - Paper.

From here the rest is (imo) pretty straightforward. Follow the Paper and Velocity documentation. Install and configurate the plugins. Pretty much it.

Mods run on fabric or forget or etc and require the client to install them as well

you most likely want plugins which run on spigot/paper, so you should probably start there

Then for what plugins you want to use? I dont have a clue, there is no one plugin that just copies every popular minigame with one install.
What you will need to do is figure out what minigame you want, find a plugin that offers it, on spigotmc, modrinth or anywhere else really and set it up and configurate it to your liking.

If you want it done quick and dirty then you can always just use a premade setup

The end goal is to have a private hypixel esque server network for my university

Because i feel like while hypixel is a great idea there is a benefit to be gained by having an exclusive club of sorts which only allows people who go to the same university to play

It would create a community and allow anyone to socialize with anyone else 365 days out of the year instead of just during the semester

There are about 38,000 undergrad students here and with minecraft being the best selling game in history i figure a large minority of those 38,000 play minecraft and would like to meet people who share that same interest

of course I do not assume everyone will play, but even with 100s of players the management is pretty difficult

most of the big server go with "custom" plugin route, so the experience is very personalised and tailored for very specific needs

The CPU should fine for most modded servers. If think the mods you have would result in the server needing a lot more processing power, I would recommend either i7-13700K / Ryzen 7900 and above.

You will also need some decent optimisation if you plan to host all 250 players on the same single minecraft server instance.
