Right, I would probably start a non minecraft java project just to familiarize yourself a little bit with the language.

At minimum try building a hello world program and running it from a compiled jar from gradle.

That will get you started on the path to understanding what you're doing and give you the building blocks to progress into plugins. (Though I'd still probably suggest other projects before, I also understand the want to make plugin)

I would also probably look up a guide for your first time and not rely as heavily on AI for information, especially for this and as your first time.

I use decent holograms and citizens on my server both on latest compatible versions, my server is running on 1.20.4 paper, and when I download protocollib and restart the server, some holograms have visible armor stands on them and some npcs (citizens) are gone and their holograms are reversed with some others, that's what happens just from downloading this plugin, is there a way to fix this, because I need it for a lot of stuff I want to add.

Someone else might have a better read of it, but It just looks like some entities are ticking kind of hard.

As you start to go over 10GB allocation (you're at 16) you'll want Xms and Xmx to be equal, that may help a bit.

You may also find using some JVM flags help your performance. I've in the past used Aikar/Paper's recommended flags.

Regular restarts aren't a bad idea for modded servers either FWIW. Mods can complicate things a little depending on how many you're packing.

That's kind of a confusing read tbh.
Somewhere during mob movement it performs collision checks -- Canary does some checks, and runs against Refined Storage Cables.

So my best guess is someone has a mob-farm/spawners near Refined Storage components and when the entities move near them it does hard calculations.

Or it's possible entities are just trying to move near those things.

if your vps only has 16gb of memory, if you try to give all of it to java then your operating system wont have any for its own use

remove half the mods -> see if the issue persists

if it does, then the mods you removed are safe and not the issue; if the issue does not persist, then the mods you removed contain the cause
