I made a plugin for a guy to handle Mythic Mob spawns only inside certain WG regions, and it did work just fine to me, but didn't for him, in the end we discovered that the issue was with his server jar (nspigot), which for some reason doesn't spawn entities nearby a player when they're in survival mode (and consequently CreatureSpawnEvent is not fired).

Quite a pain in the butt for a bug with the server jar...
