Do you think that a for-profit Minecraft Forum that is not strictly marketplace related would have any success? Most of Spigot's drawbacks stem from the fast that they are free of charge, so obviously when you provide something for free it's up to you if you do or do not give support to people.
Because that, I believe a freemium Forum for Minecraft, which would provide all features spigot does and (hopefully) gain the same userbase in a few years would be viable.
Money would justify constant updates and proper support, advertising, etc.
