I'm going to bed so I'm not gonna do it but off the top of my head it seems very possible that this is a plugin coded with 1.8.x in mind and doesn't take into account the duplicate right click event firing for dual wielding (main hand and off hand both fire) in 1.9.x+. If the plugin claims it only supports up to 1.8.x that's a pretty good way to confirm my guess is right and I'd suggest you mention this to whatever dev picks up the task. If it's a bug in a plugin you're coding yourself, ensure you're only counting either the main hand or off hand right click events but not both into your stats db. Good luck hope this is the fix you're looking for👍
