It does not rely on my server. The default central mirror is mine, you can replace it with your own if you want with ApplicationBuilder#internalRepositories. The server is up as well.
For the gradle plugin thing, the gradle plugin version != library version. To use the latest library version, create a gradle.properties file in your project root and add slimjar.version = 1.2.4
If you do find any complaints, do make an issue with it
