Cloudflare does NOT have TCP/UDP protection by default. Spectrum/BYOIP is how you would protect ports. By default Cloudflare only covers HTTP(S).
Consumer pricing for Spectrum is expensive too and you wouldn't have enough traffic or money for enterprise.
