For those playing CS2 here are a few console commands I've needed to run.

engine_no_focus_sleep 0 - When not focused the engine will limit FPS ex; alt+tab (default 20)
r_show_build_info false - Disables build info at bottom left of game
fps_max 1000 - Sets max fps
fps_max_ui 1000 - Sets max fps in menu/lobby

There are a lot more commands then this but these are the notable ones I have used recently.

Side note; Steam Overlay is required if you have FPS enabled in the steam settings.
CounterStrike does have a display FPS command but it covers more then a quarter of your screen.
