dunno if that is a reasonable statement. if the content isnt worth doing y'all could be fixing stuff in the backlog instead.
if I am creating loot, my goal isn't to make it so that every single new piece of content is absolutely mandatory for everyone.
It isn't that easy to convince people to do things. everyone has their own time allotment, their own set of characters, their own goals
yes, the mod limit is no longer based on rarity, it is (iirc) 8 for all rarities. Instead the strength of mods changes. IIRC, either rare or exotic is equal to current mod strength, exalted and legendary is improved, everything else is weaker
all besides common and junk which are 3
im just saying it needs tweaking.. its a new take on the lockouts and isnt there yet. it should feel like something you want to do for reasons other than "its in the game".
can we see that somehwere?

true, but they both reflect on the perceived value of content to a player. This has a lot of stuff going against it.. its very tough, so yeah..if you just want something to brag about you are part of the maybe 12 people in the world who can do it? But most content that is run on a regular basis advances your gameplay in some way.
personally i find restructuring all my gameplay around spending a half hour in red outpost every 2 hours to be a little irritating
There are both mechanical changes, and cost reductions to the blueprints in the upcoming patch

It's just the cost goes from being the time you spend doing it rather then a bingo card of lockouts
mods on greens are getting nerfed 
so everybody but the people at the top getting the bat lmao
I kind of like the 2 hour lockouts, if i have a large portion of time to play i can use it to break up whenever utterly irritating grind i have to do to advance something with it.
But the costs for trade ins are still pretty high, The drones are worthless outside of Anatolia where you dont need hullspace outside of emp contests. (they are also crap damage.. there are ZERO single target damage mobile drones for T23 after they got nerfed to death.)

there isnt a celestial drone aside from the buff drones that isnt clogging up my storage.
siege drones are a excav sidegrade, empyreal drones are useful for certain specific niche bosses (also reminds me i gotta upload that one thing to achievements), blaster drones are.... maybe.
(still very irritated after grinding for 2 months to get a set of drones roughly valued at 1.5+T at the time for them to be nerfed into uselessness.. id ask for a refund but there arent enough red items i want to use for me to get any reciprocal value..)

Excavs are lovely, i recommend them. the only mobile drones from T23 that are worth carrying are the forerunners. Everything else can be killed or beaten with stationary drones far more effectively.
The red drones needed some TLC, but not a complete rework, they WERE decent. i used them in emp contests and felt like i could contribute outside of being in a drone blob. They also did really well against ai in most situations unless resists were against them.
It's totally possible that the Warlord's Bank has no use at all, ever. But its also possible someone might see it as useful for something, especially after the Doubloon cost goes down
I will be very surprised if no one can find any use to any of the items made. If that's the case we can definitly make some adjustments to some of the items.
I am not saying NOTHING is usable in it. I will bet there are items we haven't seen. but if perceived cost in personal time or difficulty is significantly higher than precived probable useful rewards you are going to get the same issues we have with bosses like GEE and Matriarch where drop rates are just atrocious but on a 2 hour time scale instead of a week long lockout.
