Honestly the new games have no business having a pistol at all being that there's no weapon escalation like the classics because of mods. The only way they could ever make it viable would be if they beefed it the hell up and got rid of the HAR/HC to justify it.

I would turn the pistol in 2016/Eternal into a slow-firing high-precision handcannon capable of taking out weakpoints.

I don't know why they decided to not do that actually. Would be a good relief for the constant need to use the chainsaw every couple kills in Eternal as well as make the classic levels in 2016 actually enjoyable.

Enemies drop all types of ammo in 2016, when ammo is low. I thought about idea to make certain enemies drop different types of ammo too, but I'm not sure how it should be designed. Same soliders don't use bullets, but plasma and shells. Demons should probably drop plasma. I don't know who should drop rockets outside of Cyberdemon.
Edited: Revenants can drop rockets.

As for Pistol I simply added autoshooting without pressing fire for each shot, increased speed of shooting and damage a bit, but added overheat from Chaingun Turret (removed, when mastered). And I like it a lot, since it has own niche. Elizabethany made Pistol very strong and so it shoots in burst mode.

I often go with Ammo->Health->Armor. Ammo is always welcome in fight, bigger health pool is nice, but armor starts to get really useful mostly as soon as you get Armor Rune.

I mean, it's matter of taste. Everything has it's own pros.
Ammo - way bigger ammo pool for each weapon, Chainsaw can kill stronger enemies, Chainaw drop more ammo (if I remember right).
Health - bigger HP pool, which can be useful with GK combo. If I remember correctly bigger HP pool also makes 50% health condition kick in earlier.
Armor - bigger armor pool, which works nicely with Armor Rune and Infinite Ammo Rune.

no doubt imp fireball is annoying but after pulling through the first 2 chaps without upgrading my first health, i felt confident. usually get 3/5 of my ammo before i dab a bit into health, then back to ammo.

Yeah, combining health+ammo upgrades at the start of a game is something I do often too (and I mostly play Nightmare). Like +2 here and there. If I remember right it would be enough to feel stronger with both.
As for, why ammo upgrades can be better at the start is about using strongest weapons and mods you have, which may spend quite a bit of ammo + more chainsaw fuel carried, more drops from it and ability to kill stronger enemies are handy. Also less time searching for ammo before/after battle, can be less precise and more spammy with shots (especially with weapons like AR, Plasma Rifle, Rocket Launcher, which help to keep distance and SSG, which is strong in short range). It also helps in the middle of a campaign with Gauss Cannon and Chaingun.
Health is also important, but I just prefer to avoid damage like to hide behind obstacles, when possible and constanly move.
I often try to kill Imps first, if there are too many of them and I can't keep track of them, since they are small, fast and annoying with their amount of damage from strong fireball. At the start Plasma Soldies can be dangerous too with their strong attack. Shotgun Soldiers cab be problem only in closed tight areas. Hell Knights, Summoners and especially Revenants are not issue for me usually, since not many of them. Mancubi/Barons are priority, but not too hard at the mid game.

because their charge hitbox is so big, you have to be at the very top of the double jump when they pass under you or else you're gonna get hit

Everything: jumping over them, dodging, hiding behind obstacles. The only thing I rarely do is using Plasma Stun, since I usually like to GK, but I think Plasma Stun is very effective vs strong enemies or any enemies in AoE.

I play 2016 and Eternal mostly for gameplay. I mean, I know what happens in most of my favorite shooters. It doesn't stop me from replaying them, since story becomes not so important for me after few playthroughs (if it's not super cool story).

As for barebones - it's not barebones, but exactly foundation with it being 1st in reboot series, but it doesn't mean it doesn't have own identity or own pros compared to later games for some players.

No, as in you're quite literally forced to stand in place to hear Hayden talk to you. It's annoying.

I feel like 2016's redeemable quality is the atmosphere and even then it's not exactly remarkable or consistent (hell is pretty awful and the pristine lab envs are uninteresting and boring compared to the industrial vibes of the first 5 levels), the gameplay is pretty limited and anemic in impact and feedback especially in the way enemies just kinda get covered in blood and flop over when killed. The weapons also all feel pretty wimpy and unsatisfying across the board even if they sound decent and deal okay damage most of the time. In DE you can feel and SEE the damage you're inflicting immediately, like there's actual force behind every trigger pull reflected in combat.

I'll be looking into hiring someone to port over 2016's maps to Eternal using idStudio. Then maybe I'll enjoy them a lot better.

This is all just my thoughts of course, not hating on the game or what have you. Truth be told I sometimes forget 2016 even exists lol.

2016 is my fav cuz of atmosphere and it's gritty design. Eternal is my second due to the amount of content and dark ages third. Dark ages actually has my favorite combat and second favorite ost. It is, and I wish there was a way to circumvent it. I think my problem ultimately is that 2016 takes its paper-thin plot way too seriously, almost as much as Eternal does, but for whatever reason it's REALLY dead-on about those unskippable sequences that absolutely murder the flow when playing.

They aren't that big of a deal mind you but it's one of the reasons I'd have noclip bound to U at all times. I really don't care what the game has to say because I've heard it a million times before. At least Eternal's story is skippable.

Yes, 2 achievements are MP only. As for downgrading - it's not needed. Go to Doom 2016+ modding server and dowload latest LegacyMod version for updated D16.
