Yeah it does, there's actually a term for that, it's called an "excuse plot", very popular before we had the tech to present stories in games well.
I think you should look up a list of games with great stories and see if any of them look cool to you. I've played a few games that had a stronger story than they had gameplay and I remembed them more fondly than games that have stronger gameplay. I mean, my pfp is from one of those games. Telltale's games are loved by many even though their gameplay sucks, and that's because of their story. There is absolutely a good way to tell a story in a game and a way to make a good game that has more focus on the story
