They've definitely expensive when compared to consoles. As for setting them up, they're easy to set up. The tricky part is actually making games work, because consoles can have so many variations of OSs/GPUs/whatever, a game that works perfectly on your friends pc may not work so well on yours
Consoles are just a lot less of a headache because the games work the same across all of them

Keyboard is tricky, it really depends on the game.
Stuff like fps games feel really nice on keyboard + mouse, but stuff like platformers feel awful
