I mean it's pretty much on the tin, before you start working in your level editor, draw it out on paper, preferably graph paper if you want or need pixel perfect accuracy. create cut-outs of your npc spawners, scenery, and other objects
doing it on paper was necessary in the 80s because computing power was limited, but it's still a good practice because you can create prefab parts that you can reuse during the design phase

yeah the only way to improve now is to actually use the tools you made. you've got the physics, now set up some basic geometry to use them
like i said, doing a physical "lay out" is a good way of designing just to get an idea out to see if it will flow, but you can always just work in first draft in the editor
at this point you just need to practice making levels, it doesnt matter if they're good or not
mario 1-1 didn't happen in a vacuum, is what i'm saying
