I would find a way to download Windows onto the USB stick from a different device if you can. You can likely, and safely do it on your own network, but don't do it from your PC or any malware you have may hop over to it, depending on the malware. We wouldn't know it's capabilities

Assuming you got a virus, on the PC.
Its hard to know what is best.
In any case don't boot into the infected system.
Make a USB install stick on a safe computer, or install virus removal tool on the USB via a safe computer.
Have the invected computer not connected to any network.

In worst cases the hack/virus got installed on the motherboard, resulting in needed a reflashing of the BIOS or resetting it.
(This advice is a starting advice any might not apply to you, do own research before executing your recovery plan)
