Consider also the fact that submitting your game for consoles is not free, you need a dev kit, you need to submit your game to ESRB, CERO, PEGI etc, all very complex stuff, and frankly outsourcing the port to a third-party becomes a more sensible option for many people

Speaking of, Steam will often refund purchases that don't match their refund criteria if you clearly explain why you're past the window in the support ticket you create, I have successfully refunded certain things that I had over 2 hours of "playtime" in because that playtime was more tinkering than actually playing the game
I don't know if they are as lenient when it comes to the actual ownership window though since that's likely the time when they send the money to the dev already so refunding might simply not be possible
